Q: What does Article 50 of the EU AI Act require from 2 August 2026?

Article 50 applies from 2 August 2026 and has two distinct duties. Paragraph 2 obliges providers of AI systems that generate synthetic audio, image, video or text to ensure the outputs are marked in a machine-readable format and are detectable as artificially generated or manipulated. Paragraph 4 obliges deployers to disclose that content has been artificially generated or manipulated when it constitutes a deepfake, and to disclose AI-generated or AI-manipulated text published to inform the public on matters of public interest unless it has undergone human editorial review. Paragraph 5 requires the information to be given clearly and distinguishably at the latest at the first interaction or exposure. The AI Omnibus gave providers of generative systems already on the market before 2 August 2026 until 2 December 2026 to comply with the paragraph 2 marking duty. Breaches carry fines of up to €15 million or 3 percent of worldwide annual turnover, whichever is higher.

Q: Is adding C2PA Content Credentials enough to comply with Article 50?

Embedding a C2PA manifest at generation is a legitimate machine-readable marking and a sensible first step, but on its own it is fragile evidence. A manifest is metadata, and the distribution chain routinely removes metadata: social platforms re-encode uploads, CDNs and thumbnailers transform images, messaging apps recompress, and a screenshot discards everything. The Reuters Institute's 2026 report found fewer than 1 percent of news images or videos carry C2PA metadata and notes that metadata can easily be stripped out at any stage. A defensible architecture therefore signs at the origin, adds a soft binding such as an invisible watermark or a perceptual fingerprint that survives re-encoding, operates or joins a manifest repository so a verifier can recover the manifest from the soft binding, preserves credentials through every transform you control, and records an evidence ledger row per asset showing it was marked when it left your systems.

Q: What is a durable Content Credential in the C2PA specification?

The C2PA 2.2 specification, current since May 2025, distinguishes hard bindings from soft bindings. A hard binding uses cryptographic hashes to identify the exact bits of an asset and detect tampering; it breaks the moment the asset is re-encoded. A soft binding uses a fingerprint or an invisible watermark that is not statistically unique but can match derived renditions of the content even when the underlying bits differ. A durable Content Credential is one for which one or more soft bindings exist that enable its discovery in a manifest repository. In practice that means a verifier that finds no embedded manifest, or finds one whose hash no longer matches, can compute the fingerprint or detect the watermark, query the repository, and recover the original signed manifest along with a record that the current rendition is a derivative. Durability comes from the repository and the soft binding together, not from the manifest.

Q: How do invisible watermarks like SynthID differ from C2PA manifests?

They answer different questions and fail in different ways. A C2PA manifest is a signed claim that names the signer, the tool and the sequence of actions taken on an asset, and it is tamper-evident, but it lives in metadata that is easily removed. An invisible watermark such as Google's SynthID is embedded in the pixels, audio samples or token choices themselves; Google describes it as designed to withstand cropping, filters, frame-rate changes and lossy compression for images and video, and noise, MP3 compression and speed changes for audio. It proves that content came from a particular generator family but says nothing about authorship or later edits, and it can only be detected with that vendor's detector, which for SynthID means a query through Gemini or an early-access detector portal rather than a library you run yourself. A robust design uses both, plus a fingerprint you compute and store yourself so that recovery of the manifest does not depend on a single vendor's consent.

Q: Why should a verifier never treat a missing credential as a warning sign?

Because the overwhelming majority of legitimate content is unsigned. Fewer than 1 percent of news imagery carries C2PA metadata according to the Reuters Institute, and most consumer and enterprise content has no credential at all. A verifier that renders no credential as suspicious would flag the honest majority, train users to ignore the indicator, and hand attackers a trivial way to make authentic content look untrustworthy. The absence of provenance is an absence of information, not evidence of synthesis or of authenticity. A well-designed surface therefore shows at least three distinct states: trusted, meaning a valid manifest signed by a certificate anchored in the C2PA trust list; signed but untrusted, meaning a valid manifest from a signer the verifier cannot anchor; and unknown, meaning no credential was found and no soft-binding match exists. The three-state design is a product decision as much as a technical one.

Q: What should an enterprise log to prove Article 50 compliance for an asset that surfaces unmarked?

Article 50(2) requires the provider to mark outputs; it does not make the provider responsible for a downstream platform that strips the mark. What you must be able to show is that the asset left your system marked in a machine-readable, detectable way and that the marking policy was in force at the time. The practical record is an evidence ledger row per generated asset containing the asset identifier, the hash of the embedded manifest, the soft-binding identifiers such as the fingerprint and any watermark identifier, the signing certificate used, the timestamp, and the version of the marking policy applied. Because the manifest itself lives in an asset that leaves your control, the ledger row is the artefact you can still produce a year later, and it should be written by the same pipeline that signs the asset rather than reconstructed from application logs after a question arrives.

Q: When should a company not build a full provenance pipeline?

When the effort is disproportionate to the exposure. If your generative output is used only internally and never leaves your systems, if you do not publish to any surface you control and would have no repository for a verifier to query, or if your only synthetic output is text that you already label at the point of publication, then embedding the generator's native marking, keeping an evidence ledger, and buying verification from a platform or vendor when you need it is the proportionate answer. The manifest repository and fingerprint index are real serving systems with a latency budget and a false-match rate, and they are worth operating when you publish at scale to surfaces other people control, which is the media, marketing, e-commerce and platform case. Text is also an honest gap: watermarks on language-model output are defeated by paraphrase and editing far more easily than image watermarks by recompression, so for text the architecture is marking where possible, logging every generation, and a visible label for the public-interest cases Article 50(4) names.

Q: How does the C2PA trust list and conformance program affect how my credentials are displayed?

Trust in a C2PA manifest rests on the identity of the signer, anchored through the certificate chain used to sign the claim. The C2PA operates a Trust List of X.509 trust anchors for hardware and software signers, which replaced an interim list that stopped accepting new entries on 1 January 2026, and a Conformance Program that verifies products adhere to the specification and meet security requirements, publishing a list of conforming products. A verifier that anchors your signing certificate in the trust list, or recognises your product as conformant, can display the credential as trusted. A manifest signed by a key outside that ecosystem is still internally consistent and still proves that the signer asserted those actions, but many verifiers will show it as signed by an unknown or untrusted party, which to a user can look like a warning. Enterprises that intend their credentials to be read on surfaces they do not own should plan for trust-list or conformance participation, HSM-backed keys and a revocation path from the start.
