Q: What is the difference between open-weight and open-source AI models?

An open-weight model is one whose trained parameters — the weights — are published for download so you can run, study, and fine-tune it, but that is a strictly narrower thing than an open-source AI model as the Open Source Initiative defines it. The OSI Open Source AI Definition 1.0 requires three components together: the source code used to train and run the system under an OSI-approved licence, the model weights under terms that permit free use, study, modification, and redistribution, and data information detailed enough to describe the training data’s provenance, processing, and how to obtain or license it. Crucially, OSAID 1.0 does not require shipping the full training dataset, a deliberate compromise because so much training data is encumbered by copyright, contracts, or privacy law, but it does require a meaningful description of that data. Measured against this bar, most of the frontier models people casually call open are open-weight only: you receive the parameters, but not the training code and not the data lineage, which means you can adapt the model but cannot reproduce it or fully audit what went into it. The first is cost floor at scale: a high, steady, predictable volume of a commodity task — classification, extraction, routing, summarisation — that a smaller open model handles well, where converting a per-token bill into an amortised fixed cost genuinely pays once you are past the crossover. The second is the data boundary: regulated or sensitive data that cannot leave your jurisdiction or your virtual private cloud, where a model running inside your boundary is not a cost optimisation but the only compliant option, because no zero-retention API contract is equivalent to the data never leaving at all. The third is version permanence and exit: you can pin an open weight and run it unchanged for years, so a certified product is never deprecated out from under you on a vendor’s schedule, and because the weights are portable across hosts your exit cost is low. Where none of those bind — you need the highest capability on a genuinely hard task, at low or bursty volume, with no residency constraint — the closed frontier model is the correct and boring answer, and the capability gap, measured in months, is worth paying for on the hard tier.

Q: Does self-hosting an open-weight model reduce regulatory obligations?

Often the opposite: self-hosting and especially fine-tuning and distributing an open-weight model can move you further into regulatory scope rather than out of it. Under the EU AI Act, Article 53 imposes transparency, technical-documentation, and copyright-policy duties on providers of general-purpose AI models, and while there is an exemption for models released under a genuinely free and open-source licence, that exemption explicitly does not relieve the copyright-policy obligation or the duty to publish a sufficiently detailed summary of the training data, both of which apply regardless of how the model is licensed. The strategy that consistently works is a portfolio organised by workload: run the commodity ninety percent of tasks, plus anything bound by data residency, on self-hosted open weights where you control the cost floor and can pin a version forever, and route the genuinely hard ten percent and any low-or-bursty-volume work to the closed frontier model where capability-per-dollar-today wins. The governing question is asked per workload, not per company: which lever — cost floor, exit, or compliance — are we buying here, and is this model class the cheapest way to buy it?

Q: What does vendor lock-in actually cost with closed models, and how do you limit it?

Lock-in with a closed model is not mainly about the per-token price; it is about the switching cost and the loss of version control, and both are manageable with deliberate architecture. The switching cost is concrete: prompts are tuned to a specific model’s behaviour, your evaluation suite encodes its quirks, and your integration assumes its API shape, so migrating to another provider means re-prompting, re-evaluating, and re-integrating — work that can consume a quarter if you have not prepared for it. On top of that, closed vendors deprecate models on their own calendar, which is a live operational risk for any certified or long-lived product that assumed a specific model would remain available. The way to limit both is to treat the provider as a configuration value rather than a hard dependency: route every model call through a gateway or abstraction layer, keep your evaluation suite and prompt assets provider-agnostic so you can re-run them against a candidate model quickly, and maintain at least a notional migration target so the exit is rehearsed rather than theoretical. Open weights are the strongest form of this insurance because the weights themselves are portable and cannot be deprecated out from under you, but even an all-closed stack can cut its lock-in sharply with an abstraction layer and portable evals.

At the start most teams run a single closed API everywhere, which is fast to ship and perfectly reasonable, but concentrates risk because one vendor owns your economics and your deprecation schedule and you have no measured exit. The first improvement is abstraction: route every model call through a gateway or routing layer so the provider becomes a configuration value and future portability is cheap, even before you exercise it. The next stage is a genuine portfolio by workload, where commodity, high-volume, or residency-bound tasks run on self-hosted open weights while the hard and bursty tasks stay on the closed frontier, and you route by cost, capability, and compliance per workload while continuously measuring the self-hosting crossover. The mature end state is governed and portable: you pin open-weight versions for certified products, track your general-purpose-AI provider obligations for anything you fine-tune and distribute, and keep your evaluations and integrations provider-agnostic so any workload can migrate between open and closed within a sprint. At that point open versus closed stops being a debate you have and becomes a dial you turn per workload, which is exactly where you want the decision to live.
