Q: How should a platform engineering team be funded?

For most organisations past their first few platform capabilities, use a hybrid model. Fund the fixed core, meaning the platform team's people, control planes, CI, portal and security baseline, from a central budget. Show every team the variable infrastructure cost it causes per service, and charge back only consumption the team actually controls. Fund new capabilities as time-boxed investments with adoption exit criteria so unused tools are retired.

Q: What is the difference between chargeback and showback?

Showback reports to each team the cost it causes without moving money; chargeback posts those costs formally to the team's budget in finance systems. The FinOps Foundation describes showback as required in every FinOps practice and chargeback as optional, depending on accounting policy, and says neither should be considered more mature than the other. Start with showback; add chargeback only where teams can control the cost.

Q: Why is full chargeback bad for an internal developer platform?

Because it puts a price on adopting the default path. The marginal cost of one more team using shared templates, CI or a portal is close to zero, but under full chargeback the price to that team is real. The cheapest choice for a product team then becomes building its own infrastructure, which creates shadow platforms, fragments tooling and destroys the economies of scale that justified the platform in the first place.

Q: How many engineers should a platform team have?

Size it bottom-up rather than with a developer ratio. List the capabilities the platform owns, such as runtime, CI and delivery, observability, data stores, identity and the portal, and estimate the load to build, run and support each one. Support load is usually underestimated and can be measured as requests and incidents per capability per week. Include product management, and remember each new capability is permanent run-and-support headcount.

Q: What metrics justify a platform team budget to finance?

Outcome metrics that both finance and product leaders recognise: time for a new engineer or service to reach production, the share of new services built on the paved road, the platform's reliability where it sits in the request path, and cost per service. Spotify, for example, reports onboarding time down 55% two years after deploying Backstage. Avoid activity metrics such as tickets closed or portal page views, which do not survive scrutiny.

Q: Does AI-assisted coding change platform team funding?

It raises the stakes. DORA's 2025 research describes AI as an amplifier of an organisation's existing strengths and weaknesses. A strong paved road, with templates, policy checks and safe deployment paths, is what turns more generated code into more safe releases, so it makes AI investment pay off. A weak platform lets the same AI spend produce more incidents. AI tooling and agent costs should also be attributed per team like compute.

Q: Should product teams fund their own embedded platform engineers?

Only temporarily. Embedding platform engineers in a product line is a good way to seed a new capability with one demanding customer, but as a permanent model it fragments the organisation into several divergent platforms and leaves nobody owning the shared core. Once a second team needs the capability, move it into the centrally funded platform and fund it as a time-boxed investment with adoption criteria.

Q: When should a capability not be centralised in the platform team?

When only one team uses it, it belongs in that team's budget until another team needs it. When it can only be delivered through tickets rather than self-service, it is an operations function and should be funded and measured as one. And if leadership will only fund the platform through full chargeback, be explicit that you are running an internal vendor that must compete on price with cloud providers and managed services.
